Job Description
We are seeking an experienced Emergency Management Training and Readiness Assurance Specialist to join our team with the Office of Emergency Management (OEM) at Argonne National Laboratory. In this role, you will be responsible for supporting the OEMTraining, Drill & Exercise Program to ensure that first responders, facilities, programmatic organizations, the Argonne workforce, and offsite stakeholders are prepared for disaster and emergency incidents at Argonne. You will also be responsible for the OEM readiness assurance program.You will be expected to work independently, propose creative solutions, and lead activities of increased complexity and scope. This role also entails participating as a member of the Laboratory’s Emergency Management Team on a rotational basis (two weeks out of six weeks), which may include working extended hours, nights, weekends, and holidays.
Job Responsibilities:
- Support the planning, development, and preparation of first responders, facilities, programmatic organizations, the Argonne workforce, and offsite stakeholders for disaster and emergency incidents at Argonne.
- Design, maintain and implement the Argonne emergency management training, drill, exercise, and readiness assurance programs.
- Lead the implementation of OEM integrated preparedness planning activities.
- Develop, design, implement, and deliver emergency management response drills, exercises (tabletop, functional, etc.), and workshops.
- Keep up to date on current FEMA, DOE, federal, state, and local legislation, regulation changes, changes to code and manuals and maintain knowledge of current and emerging issues and trends in emergency preparedness and response, training and exercising, and readiness assurance.
- Develop and maintain detailed training, drill, exercise, and readiness assurance plans and records.
- Development of reports and summary documentation including emergency incident after action reports and corrective action plans.
- Be able to work independently, propose creative solutions, and lead activities of increased complexity and scope.
- Provide emergency management training, drill, and exercise subject matter expertise to other on-site organizations as requested.
- Ensure the completion of all required site-wide evacuation and shelter drills annually.
- Serve on the Argonne Emergency Management Team in the Emergency Operations Center (EOC) in a manner and function as designated by the Emergency Management Officer.
- Participate in external professional organizations pertaining to training, exercises, and readiness assurance.
Position Requirements
- Bachelor's degree and a minimum of 4 years of related experience; or an equivalent combination of education and experience directly related to the occupation.
- Demonstrated experience in emergency management, including preparedness, response, recovery, and mitigation.
- Experience in the design, development, and conduct of exercises consistent with the Homeland Security Exercise and Evaluation Program (HSEEP) concepts and principles.
- Experience with integrated preparedness planning.
- Ability to generate and conduct training or instruction of drill and exercise course material. Excellent verbal communication skills.
- Demonstrated strong research and excellent writing skills in producing written reports and other materials commensurate with that of a bachelor’s degree.
- Working knowledge of developing, preparing, or implementing policies, plans, procedures, or related documentation that enable program success and compliance within applicable regulatory frameworks.
- Working knowledge of National Incident Management System (NIMS) and Incident Command System (ICS) principles, concepts, and terminology.
- Proven ability to collaborate and partner with stakeholders at various levels, as well as working effectively in a team environment.
- Proficient with the use of personal computers and Windows applications (e.g. Microsoft Word, Excel, Power Point, Access, etc.).
- Ability to obtain and maintain a Department of Energy Homeland Security Presidential Directive 12 (HSPD-12) credential.
- Ability to model Argonne’s Core Values: Impact, Safety, Respect, Integrity, and Teamwork.
Preferred
- Experience with DOE Order 151.1, Comprehensive Emergency Management System.
- Achieved Master Exercise Practitioner (MEP) Certification.
This position is to be hired at the below level and the requirements are as follows:
- PT3 - Bachelor’s degree + 4 years of experience, or equivalent.
