Job Description
Argonne National Laboratory (ANL) is looking for a Senior Regulatory Compliance Specialist to join our team! The person in this position will have experience in evaluating and reporting in accordance with the Department of Energy (DOE) Occurrence Reporting and Processing System (ORPS), the Noncompliance Tracking System (NTS), and the DOE Enforcement Program Plan, as it relates to Price Anderson Amendment Act (PAAA), Worker Safety and Health (WSH), Classified Information Security, and prime contract stipulated requirements.
In this role, you will be part of Argonne’s Quality, Work Planning and Analysis (QWPA) team. Argonne and the QWPA management team are advocates for strong cross-training and development programs. As such, you will also have the opportunity to work on assignments and teams related to requirements, documents, risk, assessments, event analysis, issues management, lessons learned, metrics, and work planning and control.
KEY RESPONSIBILITIES
- Serve as an advisor to ANL personnel and senior leadership for the evaluation, reporting, and managing the requirements mentioned above.
- Serve in the role of Enforcement Coordinator providing support to ANL personnel and senior leadership for reporting in accordance with DOE Enforcement Program Overview.
- Facilitating the coordination of responses to DOE Office of Enforcement requests for information and documents, and scheduling of DOE Office of Enforcement-led investigations, inspections, fact-finding visits, and enforcement conferences.
- Communicate with senior management on compliance issues, safety, and security performance issues at Argonne and elsewhere in the DOE complex.
- Providing visualization of performance indicators using Microsoft Excel, Microsoft PowerPoint, Tableau, or Power BI to track and trend OPRS and NTS data providing senior leadership the knowledge to inform fact-based decision making.
- Perform independent and Nuclear Quality Assurance (NQA-1) assessments/surveillances, NTS validations, event debriefings, causal analysis, and effectiveness reviews.
- Review and assign issue significance levels and key words in ANL’s issue management system (Prism).
- Perform PAAA and WSH evaluations in ANL’s environmental safety and health data and information management system (Cority) and facilities maintenance system, FacilityMax (FMAX).
The work environment for this role is hybrid, mostly on-site in Lemont, Illinois with the opportunity for up to 40% of your time working remotely.
Position Requirements
- Knowledge and experience applying the requirements in DOE O 232.2A (ORPS), 10CFR830 (PAAA), 10CFR835, 10CFR851, and the DOE Safety and Security Enforcement Coordinator Handbook in a research and development environment.
- Strong verbal/written communication skills with the ability to conceptualize, document, and communicate major elements of regulatory compliance to both technical and non-technical personnel in a clear and understandable way.
- Ability to interact effectively with all levels of personnel, DOE, regulatory agencies, including the ability to build effective working relationships and build and lead diverse teams across ANL.
- Strong hands-on and logical problem-solving skills.
- Self – starter with capability to switch gears with little or no direction as required by changing business conditions.
- Ability to model Argonne’s Core Values: Impact, Safety, Respect, Integrity, and Teamwork.
- Ability to obtain a Department of Energy top secret clearance.
Preferred Qualifications
- Lean Six Sigma training (Ex: Yellow, Green, Black, Master Black Belt).
- Auditing training or experience (Ex: ISO9001, NQA-1, DOE O414.1D, 10CFR830).
- Causal analysis training (Ex: Blue Dragon, TapRoot®, ThinkReliability, MORT, Kepner-Tregoe, CAMP, Sologic, PROACT, Cause and Effect, 8D, Ishikawa / Fishbone Analysis and 5 Why.
- Experience with data visualization and statistical analysis (Ex: Excel, Power BI, Tableau, Minitab).
- Experience with occupational hazards, risks, and safety.
- Experience in technical fields or industries that are relevant to Argonne National Laboratory research and development.
Academic/Experience/Credentials/Certifications:
- Advanced certification (e.g.: CSP, CIH, CQA, CRE, PE) are desired.
The selected candidate will be placed at the appropriate level (PT4 or PT5) dependent upon depth and breadth of relevant knowledge and skills brought to the position, as well as the amount of relevant experience. The requirements of the various levels are as follows:
- PT4 Level: Bachelor’s and 6+ years of experience or Masters degree and 4+ years of experience
- PT5 Level: Bachelor’s and 10+ years of experience or Master’s degree and 6+ years of experience
