What Your Job Will Be Like:

We are seeking an experienced and motivated Manager, R&D Science and Engineering to lead the Physical Security System Engineering (PSSE) Program Development Department (6524). This role is for Program Development for the Fixed Site Physical Security Program and is at the leading edge of identifying, developing, and capturing projects which deliver solutions to unique national security and mission challenges!

The primary focus of this department is to engage across the Nuclear Security Enterprise (NNSA, DoD, DOE, and other Government Agencies) to identify and understand specific mission needs that are unfulfilled, and subsequently develop funded programs to enable Sandia to address these mission needs. This role is highly visible in the Nuclear Security Enterprise and will require interactions with high-level sponsors (SES, GO, O-6).

Department 6524 is comprised of engineering staff and technicians that are engaged in DoD and DOE/NNSA nuclear security design and implementation. Work scope covers the areas of physical security policy/planning, technology development, design, testing, and implementation activities.

On any given day, you may be called on to

  • Lead Fixed Site Physical Security Program development to understand all-of-government mission needs and formulate solutions that lead to funded programs
  • Assemble teams from across the laboratories to execute pathfinding projects and then transition projects as they grow to formal execution organizations.
  • Build and maintain awareness of applicable technologies across the laboratories and international industries and inform new research direction based on mission knowledge.
  • Develop capture plans and strategic roadmaps to identify new opportunities, customers, and mission spaces
  • Establish and execute partnerships with internal and external stakeholders to position Sandia as a leader in Fixed Site Physical Security technology development, testing, and integration.

Ability to travel up to 50% of the time to meet with customers and foster relationships.

Due to the nature of the work, the selected applicant must be able to work onsite.

Salary Range:

$149,700 - $254,400

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate\'s experience and qualifications, and application of any approved geographic salary differential.

Qualifications We Require:

  • Bachelor’s degree in computer science, engineering, physics, or relevant STEM field, plus eight (8) or more years of directly related experience. Equivalent experience in lieu of degree must be directly related experience. ( Equivalent experience in lieu of degrees must be engineering or scientific experience that demonstrates the knowledge, skills, and ability to perform independent research and development).
  • Minimum experience in the following:
  • Four (4) years’ technical experience.
  • Two (2) years in project leadership, technical project management, program development and/or systems engineering.
  • Ability to obtain and maintain a DOE Q-level security clearance.

Qualifications We Desire:

  • Minimum of two (2) years of demonstrated leadership experience.
  • Ability to collaborate with peer managers to transition work from program development to program execution.
  • Demonstrated success in developing funded programs that make national security mission impact.
  • Strong business political acumen while interacting with customers.
  • Experience with planning & execution of strategic goals and objectives.
  • Proven ability to communicate effectively (written and verbal) with high-level stakeholders.
  • Experience with development and presentation of proposals to internal and external partners
  • Demonstrated experience building trusting relationships.
  • Ability to address changing Program priorities while navigating ambiguous customer direction/requirements.
  • Established network with different organizations within the Labs to allow external partners to leverage lab wide capabilities and critical reach back support.
  • Practical knowledge and understanding of the DOE/NNSA and DoD budget and program management processes and policies (AOP, FYNSP, PRB, DOE O 413.3B, MIPR, POM).
  • Domain expertise in physical security delay design, sensor development/testing, network design, or other relevant physical security discipline.
  • Knowledge of DOE/NNSA (473.1A), and DoD (5210.41M) requirements as applied to physical security design/implementation projects.
  • Demonstrated interest and success in recruiting, hiring, and developing/mentoring new personnel.
  • Experience working and leading in a highly matrix organization structure performing projects at remote locations around the world.

About Our Team:

The Fixed Site Physical Security Program is responsible for planning, development, design, testing, implementation, and evaluation of complex physical security systems to protect critical national security assets and defense capabilities. The program delivers mission-based projects with real-world tangible impact to improving nation security. Projects are executed through SME\'s in the areas of risk analysis, intrusion detection, video assessment, communications, entry control, alarm communication and display, and response force planning. These SMEs are developed internally with extensive hands-on training and external educational opportunities.

Security Clearance:

Sandia is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. If you have a Medical Portable Electronic Device (MedPED), such as a pacemaker, defibrillator, drug-releasing pump, hearing aids, or diagnostic equipment and other equipment for measuring, monitoring, and recording body functions such as heartbeat and brain waves, if employed by Sandia National Laboratories you may be required to comply with NNSA security requirements for MedPEDs.
